Moroni's Promise

That the Church is true is a starting presupposition for Mormons, not ultimately the answer to a real test.

Moroni's challenge essentially presupposes that Mormonism is true. The test itself precludes any possible outcome that would indicate that Mormonism is false. If the experimenter recieves a negative answer, or doesn't receive an answer at all, then one is considered not to have sufficiently or correctly taken the test. The test is only considered meaningful and successful when a person receives the emotional epiphany indicating that Mormonism is true.
